Often, yes, and that's part of what the construction is chosen for. It isn't something ACP takes back or reconditions, but a rigid shell holds its shape well after whatever it held has long since been eaten, unlike a folding carton that's normally flattened and thrown out the same day.
Either way works, but the insert or board needs specifying alongside the box rather than after it, since the two are cut to fit each other. Tell us which one you're using before the design is finalised, not once the box is already made.
An unlaminated paperboard construction may be easier to process through suitable paper-recycling streams than a heavily laminated alternative. Final recyclability depends on the full material and finishing specification and the facilities available locally, and a rigid board core with foil or soft-touch coating is a heavier specification to account for than a plain, uncoated folding carton.
